This position will be closed to TECO internal team members on June 27, 2014. It may stay open later or close earlier for external candidates.

 This is a multi-graded position, the salary range on this position ranges from $63,410.00 to $93,847.00 and is commensurate with skills, experience, and education

 

POSITION CONCEPT:

Responsible for working with management and front line personnel to analyze and understand business needs and strategy in order to document and recommend appropriate IT solutions.  Serve as a liaison between business partners and IT&T Solutions Development and Support personnel.

PRIMARY DUTIES AND RESPONSIBILITIES:

-        Participate in business process modeling sessions.

-        Create and update business process decomposition models.

-        Collect and consolidate required information and data in the creation of analysis documentation in accordance with the TECO’s Systems Development Life-Cycle (SDLC) methodology.

-        Work with business partners to document detailed business requirements, for possible systems enablement (automation).

-        Seek resolution to issues and notify appropriate management staff.

-        Develop strong business and system knowledge relating to functional areas and assigned Business Unit(s).



Business Systems Analyst level additional responsibilities:

-        Facilitate business process modeling sessions.

-        Construct and maintain business process models.

-        Practice and demonstrate proficiency in state-of-the-art business and systems modeling techniques.

-        Coach and mentor junior staff in the application of business process modeling techniques.

-        Drive the collection and consolidation of required information and data in the creation of analysis documentation in accordance with the TECO’s Systems Development Life-Cycle (SDLC) methodology.

-        Drives engagement with business partners to document detailed business requirements, for possible systems enablement (automation).

-        Assist and support the IT&T development teams with the design and development of IT solutions.

-        Drive the resolution to issues and notify appropriate management staff.

-        Create and maintain logical data models for assigned Business Unit(s).

-        Develop strong business and system knowledge relating to functional areas and assigned Business Unit(s).

-        Participate in the creation of User Acceptance Test (UAT) plans during the Requirements Definition phase of the SDLC and review/validate UAT results for alignment with business requirements.

EDUCATION AND REQUIRED EXPERIENCE:

Degree must be from an institution accredited by the Commissions on Colleges

An Associate’s Degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent discipline with 6 years of direct experience performing the Duties and Responsibilities of this position. 

OR

Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline and at least 2 years of experience, which includes systems analysis, design, and development. 

-        Advanced experience in Business Process Analysis and Modeling and experience in all phases of a SDLC (Systems Development Lifecycle) methodology. 

-        Knowledge of defined business processes. 

-        Working knowledge of business software applications and hardware technologies. 

-        Ability to learn, represent, and articulate business processes. 

-        Working knowledge of business applications and hardware technologies.  Comprehends technical design specifications and possesses strong knowledge of IT development tools and technologies in support of an IT Architecture and Strategy.

-        Demonstrated ability to understand and describe the business environment in which a project exists. 

-        Ability to evaluate, interpret, create, and communicate structured representations of business requirements. 

-        Understands project plans and is able to clearly articulate roles, project goals, and timelines, in particular understanding and identification of critical path tasks and activities.

-        Knowledge of MS Office Suite, Business Process Modeling, and Entity Relational Modeling tools and Project Management software (i.e. MS Project) is required. 

PREFERRED SKILLS AND EXPERIENCE:

8 or more years’ experience performing the Duties and Responsibilities of this position.

-        Detailed knowledge of CGI’s PragmaLine suite (OMS, CAD, etc.), PowerPlant, SAP, and Microsoft Technologies (SQL Server, BizTalk, Reporting Services, SharePoint, etc.) is a plus.

Sr. Business Systems Analyst level additional responsibilities:

-        Independently conduct interviews with all levels of business management and department leaders to ascertain business needs, and represent and communicate systems requirements that are specific, accurate, and unambiguous.

-        Serve as a primary IT&T point-of-contact for mid-level business management, addressing the needs of multiple Business Units.

-        Coach and mentor staff in the application of business process modeling techniques.

-        Ensure the resolution of issues and communication of actions to appropriate management staff.

-        Construct and maintain business process models for Business Units and at an Enterprise level.  Determine and subset project specific process models from the Enterprise Process Model.

-        Develop strong business and complex system knowledge relating to TECO’s entire applications portfolio and how it is used to enable the related business functions.

-        Participate in the creation of User Acceptance Test (UAT) plans during the Requirements Definition phase of the SDLC and review/validate UAT results for alignment with business requirements.

EDUCATION AND REQUIRED EXPERIENCE:

Degree must be from an institution accredited by the Commissions on Colleges

An Associate’s Degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, and a minimum of 8 years of direct experience performing the Duties and Responsibilities of this position level.

OR

Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline and a minimum of 4 years of experience, which includes systems analysis, design, and development.  Or Master’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline. 

-        Strong verbal, written, organizational, analytical, presentation, and interpersonal skills, with the capacity to interact with all levels or business partners, IT&T team members, and senior management.   

-        Demonstrated ability to independently conduct interviews with all levels of management and department leaders to be able to capture, represent, and distinguish between business needs and desires/wants.

-        Extensive experience in Business Process Analysis and Modeling and experience in all phases of a SDLC methodology.  Demonstrated ability to lead teams in support of business process analysis efforts and educating others in the proper application of tools and techniques.

-        Proficient knowledge of defined business processes and extensive working knowledge of business applications and hardware technologies. 

-        Understands the aspects, components, and requirements of running a successful project – fiscally, functionally, timeline, and quality.

-        Strong knowledge of MS Office Suite, Business Process Modeling, and Entity Relational Modeling tools and Project Management software (i.e. MS Project) is required.

PREFERRED SKILLS AND EXPERIENCE:

10 or more years’ experience performing the Duties and Responsibilities of this position.
